ISPM 15 national
In the Netherlands, the international ISPM 15 requirements have been transposed and incorporated into the SMHV Manual version 6.1 as of 1 December 2023.
This SMHV Manual sets out the national requirements that your company must meet in order to be registered with the Wood Packaging Marking Foundation. Inspection of registered companies by the CI is carried out on the basis of the SMHV Manual Version 6.1.
The treatment of packaging must be carried out in accordance with the requirements of ISPM 15. These requirements are summarised in the SMHV Manual version 6.1, which refers to the most recent version of ISPM. ISPM 15 recognises the following permitted methods of treatment:
- HT - Heat treatment with conventional steam or kiln drying
- DH - Heat treatment with dielectric heating
- SF - Fumigation treatment with sulfuryl fluoride
A company can register directly with one of the three Certification Bodies (CB) with which SMHV has concluded an agreement.
For the most recent version of the SMHV Manual, please refer to the SMHV website at all times. Any printed copy of the Manual is considered an uncontrolled copy.
Matters and processes for obtaining certification that are not included in the SMHV Manual are not permitted!

Marking
Wood that has been treated in accordance with ISPM 15 requirements bears the official IPPC mark. The ISPM 15 markings may only be applied to treated products by the treatment provider and/or the manufacturer of wooden products that comply with ISPM 15 requirements. Read more about the marking here
Drying chamber
An overview of companies that build drying chambers with which you can treat your wood (packaging) in accordance with the requirements of the Dutch marking programme for wooden packaging. They are aware of the (technical) requirements of the Dutch marking programme for wooden packaging.
